Bloomberg: The New York Times is reporting that the US government will tighten visa rules for Chinese Communist Party members, which will take effect on Wednesday. Under the new rules, Chinese Communist party members will be allowed to enter the United States on a single visa for one month. What is China’s response?

Hua Chunying: I haven’t seen the latest report you said. It had previously been disclosed that the US government might impose travel restrictions on Chinese Communist party members. The world clearly sees that this is an act by some extreme anti-China forces in the United States to escalate their crackdown on China’s politics out of strong ideological bias and deep-rooted Cold War mentality. China is firmly opposed to this. The us government’s approach is not in its own interests at all. It will only further undermine the us’s vaunted image of openness, freedom and institutional advantage in front of the world. China urges the US government to view China and China’s development in a more rational, calm and objective manner and to abandon its hatred and abnormal psychology towards the CPC. It is hoped that the US side will make joint efforts with China to enhance correct understanding of each other through dialogue and communication and jointly promote the healthy and stable development of China-Us relations. Only in this way can we meet the fundamental and long-term interests of our two peoples and the common expectations of the people of the world.

Hua Chunying: For some people in the United States, all they see is hatred, division and confrontation. For some time, the United States out of the strong ideological bias and suppress to contain China’s strategy and the various political crackdown action against China, including many extreme measures, attempts to interfere with the normal people-to-people and cultural exchanges of China and the United States, and cut off any harassment, persecution, pressing the experts and scholars, in which the normal personnel exchanges between China and the United States, and include science and technology, culture, education and other cooperation in various fields have greatly affected. The US authorities even require regional judicial departments to report regularly on China’s “spying” activities, and bring at least one or two cases against China every year. This presumption of guilt is absurd. The US action is unpopular. China is firmly opposed to this. It is hoped that the US side will adopt a rational and objective attitude, correct its mistakes and create favorable conditions for normal personnel exchanges between the two countries. The Chinese say that love comes from the heart. America should abandon its narrow, extreme mentality and stop treating everyone as a spy.

With an open mind, China welcomes people from all over the world, including the United States, to come to China for sightseeing, study, exchange and cooperation. We are confident, open and willing to communicate with them. Why is the United States, a self-proclaimed powerful “democracy,” so insecure about normal engagement with China? I hope relevant people on the US side can calm down and think over this issue.

Global Times: The US State Department took to Twitter on February 2 to attack China’s policy of military and civilian integration. On the same day, U.S. Deputy Secretary of State Condoleezza Rice tweeted that he had written to the boards of trustees of U.S. universities, pointing out that the Communist Party posed serious threats to academic freedom, university endowments, research and intellectual property, and cited China’s policy of civil-military integration as one of the reasons for the letter. What is China’s response?

Hua Chunying: China has stated its position on this issue on many occasions. For political purposes, the United States sticks to a narrow Cold War mentality, deliberately highlights ideological factors, publicly misrepresents and disfigures China’s policy of integrated civil-military development, viciously attacks the Communist Party of China and tries every means to contain China’s development. To this end, the US side has resorted to moral abduction, political pressure and even threat of sanctions against the personnel of Chinese and US companies and academic institutions. China expresses strong dissatisfaction and firm opposition to this.

It is a common practice of the international community, including the United States, to promote the integrated development of military and civilian. The United States has a history of military-civilian integration dating back to before World War I, and in recent years it has stepped up its efforts to implement military-civilian integration in all aspects and in many fields. Some American multinational companies, such as Lockheed Martin, are themselves “civil-military integration”, whose business scope and product types cross the civil-military field. The groundless accusations made by the US side against China are nothing but “state officials are allowed to set fire to the buildings and people are not allowed to light the lamps”. This is a typical double standard. The real purpose of the US side is to create a pretext for blocking new and high technologies from coming to China. This goes against the spirit of international cooperation and the trend of The Times, and ultimately undermines the common interests of China, the United States and the rest of the world. China urges the US side to correct its erroneous words and deeds and stop its malicious provocation and vicious attacks on China.

Ap: It is reported that representatives of the Afghan government and the Taliban have reached a preliminary agreement in Doha to push forward peace talks for the first time in 19 years. Do you have any comment?

Hua Chunying: China welcomes and appreciates the progress made in the inter-Afghan negotiations. It is the long-cherished wish of the Afghan people to realize peace and stability at an early date. After so many years of war, the Afghan people deserve a more peaceful, stable and better future. We sincerely hope that the two sides of the Afghan peace talks will bear in mind their national interests and national interests, follow the popular will, meet each other halfway and negotiate peace at an early date. China is ready to continue to work with the international community and play a constructive role in this regard.
